Oil Spill Combat Experiences
Activities related to oil and gas exploration and production that carry a risk of oil spill require fast, precise, and coordinated countermeasures to mitigate the impact to the environment. Therefore a local team is required for immediate response to oil spills in order to preserve the Indonesian Environment.
OSCT has been protecting the Indonesian environment since 2001, responding to Oil Pollution quickly and effectively in accordance with Presidential Decree No. 109, 2006. We are one of the largest OIL SPILL RESPONSE CENTRES in the world, and are the largest local OIL SPILL RESPONSE CENTRE in Indonesia. We have over 12,000 metres of oil boom and are supported by more than 80 local responders and 10 local experts in oil spill response.

Dr. Bayu Satya, B.Sc.
Internationally Acknowledged Oil Spill Combat Expert
Dr. Bayu Satya, B.Sc has dedicated himself to Oil Spill Response (OSR) for over 34 years. He started his career in 1981 as a salesman of OSRE (Oil Spill Response Equipment), then joined Leadership Limited, a Norwegian Company, as a Marine Consultant in 1983. Leadership Limited has carried out Marine Training for the Norwegian Government and is the oldest company working in the marine field in Indonesia. Dr. Bayu has experience of working with OSRE around the World, including: Japan, Denmark, the UK and the USA. His experiences in leading teams combating oil spills in Indonesia, on land and at sea, are surely to strengthen PT. OSCT INDONESIA to be either a capable national and International team. He has been an independent lecturer on oil booms and oil skimmers since 1986. In February 2007, Dr. Bayu was awarded the third best speaker from among 15 oil spill-experts from around the World at the International Symposium hosted by the Petroleum Association of Japan (PAJ) in Tokyo, Japan. Dr. Bayu was the first Asian to be ranked in the top three speakers at these prestigious International Symposiums. Dr. Bayu is also appointed by IPB University as the team leader for TIER 2 Base Assessment Area I in North Sumatra and Area V TIER II Base Assesment in East Java and Area V is the first TIER-2 Base in Indonesia. Dr. Bayu Satya, B.Sc., received the International Award Carthage in Campidoglio Roma, Italy (was held on Thursday July 10th, 2014) for his role in saving environment from the negative impacts of oil spill in Indonesia and around the World. This International Award Carthage is important for Indonesia as it is the first time an Indonesian citizen to receive such a remarkable award.

R. Soegito
Management Representative
Commodore (retired) Soegito together with Dr. Bayu Satya, B.Sc. are the founder of OSCT Indonesia. He was graduated from Staff & Command College of the Navy (SEKOAL). Later, he joined as Staff College of the Arm Forces (SESKOGAB) and also National Defense Institute (LEMHAMNAS). He succeed in implementing International ISO Management System including ISO 9001:2008, ISO 14001 and OHSAS 18001 for OSCT Indonesia. Beside as Management Representative of OSCT Indonesia, Mr. Soegito is also President of The Indonesia Amateur Radio Organization, Presidium of The Telecommunication Society and The Chief of PEROPI (Diving Boating, Water Skiing, and Motor Boating). Because of his capabilities, knowledge, experiences and loyalty to Indonesia, he has been given prestigious awards from Indonesian Government such as SL Kesetiaan XXIV, SL Satya Dharma, SL Wira Dharma, SL Penegak, Bintang Jalasena Naraya, Sri Penghargaan Kepala Staf TNI-AL, Adhikarya Telekomunikasi Ministry of Transportation Republic Indonesia. Mr. Soegito was awarded Bintang Jalasena Naraya directly by President of Indonesia for his contributions to the Indonesian Military and Indonesian Navy. This award is the highest award given to Navy Generals in Indonesia for protecting Indonesia water. He is currently still actively contributing for OSCT Indonesia as an Advisor and Management Representative.

Hariadi Soeharsono, SE
OSCT Director
Mr. Hariadi started his career in 1998 in Human Resources Department and Finance of SLICKBAR INDONESIA. During his work in SLICKBAR Indonesia for more than 17 years, he has contributed in numerous human resource management system improvements and also financial audits to ensure that SLICKBAR Indonesia remains competitive in the World and have competent World class production, marketing, research and development staff. Based on his experience, in 2015 he is trusted to become the Director of OSCT Indonesia. Since then, Hariadi is actively monitoring the implementation of ISO 9001:2008 Quality System, ISO 14001:2004 Environment Management Systems and OHSAS 18001:2007 Safety Standards and also actively involved in Human Resources Management and Financial Audit. He is actively involved in ensuring that we always have ready for combat competent responders and all of our personnel deliver services that is according to international standards in compliance with Indonesian regulations and also IMO guidelines. Additionally with his Financial Audit experience, Hariadi also assist in making sure that in 2016 OSCT Indonesia is ready to become an IPO…. Company. With his experience and leadership, OSCT is currently the largest oil spill response centre in Indonesia and one of the largest in the World with over 120 skilled world class personnel.

Yodi S, BSc, PG Dip EDM
OSCT Operations Manager
Yodi started his career in 2001 as IT Engineering contributing for Telstra and other companies. At 2002, he was recruited as a technical staff that assist SLICKBARTM INDONESIA for Oil Spill Incidents in the SLICKBAR Oil Spill Combat Department and also for managing the flow of technical information. After obtaining experience and knowledge of many oil spill products, in 2004, he permanently moved to Indonesia as Incident Manager for the Oil Spill Combat Department and ever since has been actively managing oil spill incidents, product development, and business developments. Yodi is experienced in combating many oil spill incidents as Incident Coordinator and team leader, handling product installations and commisioning in Indonesia, Singapore, Middle East and around the World. Some projects that are highly successful is the permanent boom installation in Sentosa Island since 2001. Yodi has also finished courses in oil spills obtaining internationally accredited certifications and various related courses in mechanical and hydraulics engineering. Yodi has also passed and fulfilled the requirements of the Clearance Course approved by IMO and OPITO to act as “On-Scene Commander”. Yodi has attained Internationally accredited Oil Spill Response certifications, as well as being an accredited and experienced OPRC IMO Level 1, 2, & 3 Trainer. Yodi has also completed diploma in environmental decision making from United Kingdom (UK). He is now Operations Manager for OSCT INDONESIA and Incident Commander. The most recent spill handled in 2014 was a Japanese Tanker collision incident at Anyer, Java Island. He was also invited as a speaker in Oil Spill Response Workshop 2015 held by Petroleum Association of Japan (PAJ) in Japan to talk about the emerging role of National Oil Spill Response Centres beyond borders.

Amri Hudaya, S.T
OSC Senior Supervisor
Amri joined OSCT Indonesia with a background in Electrical Engineering. He is one of OSCT Oil spill combat supervisors, capable of operating many types of oil spill combating equipment, maintenance and servicing equipment. Amri has participated in Tier-1, Tier-2 and Tier-3 Oil Spill Combat exercises in Indonesia and around the World including in UK, Singapore, Thailand and China. He has responded to over 15 oil spills in Indonesia both onshore and offshore. His most recent spill is a shoreline spill in Samed island, Thailand where he supervised responders and assisted over 100 local manpower on location. Another spill experience that Amri has responded to is in Dalian, China where he assisted in a shoreline response that involves over 500 local manpower. His skill, knowledge and experience allows him to supervise and lead responders in the field during oil spill combat operations. Amri is also an accredited trainer for OPRC IMO LEVEL 1,2, and 3 accredited by the Nautical Institute. Amri currently supervises a team of 80 responders and is an active OPRC IMO LEVEL 1,2 and 3 Trainer.

David joined OSCT Indonesia with a background in mechanical engineering. He is one of OSCT oil spill combat supervisors, capable of operating many types of oil spill combating equipment as well as maintenance and servicing of equipment. David has participated in commissioning and installation of many equipment throughout Indonesia and around the World including in Denmark, Singapore Thailand and Qatar. He has responded to over 15 oil spills in Indonesia both onshore and offshore. His most recent spill is an offshore oil spill in West Java, where he lead a team of 10 responders using four offshore vessels and an onshore blowout spill in Sumatra where he lead over 50 responders and local manpower. His skill, knowledge and experience allows him to supervise and lead responders in the field during oil spill combat operations. David is also an accredited trainer for OPRC IMO LEVEL 1, 2 and 3 accredited by the Nautical Institute. David currently supervises a team of 80 responders and is an active OPRC IMO Level 1,2 and 3 trainer.

Gunawan is the Oil Spill Combat Team Deputy Supervisor and is has completed accredited training OPRC IMO LEVEL 1 and 2 along with safety trainings for field operations. Gunawan is part of the team that arrives first to any oil spill incidents and have responded to over 10 oil spills offshore and onshore all over Indonesia.

Dyahcinantya Mahadewi joined with bachelor degree, majoring in Geopraphy in University of Indoneisa. She is capable of operating many types of Oil Spil Response Equipment and is actively participating in projects all over Indonesia. She has also completed a specialized course to operate oil spill response equipment in Denmark. Jabbar holds a Bachelor Degree in Electronics and Communication Engineering. He started his career in 2009 as an Oil Spill Response and Specialist. He was responsible to respond to oil spill incident, site assessment to assess and recommend the readiness of oil spill response (OSCP, Personnel, and Equipment), Oil spill response training & exercise including deployment exercise of oil spill response equipment. He also participates in Installation, commissioning, and maintenance of oil spill response equipment (Indonesia, Singapore, and Qatar). He is responsible not only to respond to oil spill incident but also to develop, review, and update the oil spill response preparedness such as oil spill contingency plan, mobilization plan, oil spill trajectory model, recommendations of oil spill response equipment and trained personnel as well as conducting field assessment for reviewing and making recommendation of oil spill response readiness including shoreline assessment to analyze the impact to the environment refer to trajectory modelling and risk assessment. Based on his experiences in field and several training to fulfill his qualifications, he is trusted as a trainer to provide oil spill response training and exercise; IMO training for operators and management levels, table top exercise, equipment deployment exercise.

Salman Fariz joined and strengthened the Consultancy & Training {CAT) Department as an Oil Spill Combat Field Specialist specializing in equipment assessment and tactical response plans. He was an active Oil Spill Responder with a background in Oceanography for over 3 years and has completed offshore and onshore field duties as a team leader leading a team of first responders. He is capable of operating many types of Oil Spill Response Equipment. Now Salman is actively participating in making OSCP and site assessment all over Indonesia to ensure that every plan that is made is as practical as possible and the equipment used is suitable to protect the environment.
